This low rise block of flats was commissioned in 1966 by H M Russell, a long established building contractor in East London. Contract period was 15 months and the Contract value R800 000.00. Located adjacent to St James Park in Southerwood, the building was planned in a U shape, with vehicular access on the west side, into the open side of the courtyard . The parking bays are on ground floor, below each of the three wings of the building.
