Worked in Cape Town from about 1927, Woolley was placed third in a competition held in 1927 for 'Houses for poorer classes', illustrated in the Architect, Builder & Engineer (Jan 1928). RD MARTIENSSEN, in his review of the first volume of Cumming-George's Architecture in South Africa (1933), commented favourably on Woolley's design of a house for Lady Smith, Sea Point. The review appeared in the South African Architectural Record (April 1934:108). By 1959 he is recorded as a salaried member of the Natal Institute in the employ of the Architectural Division of the City Engineer's Department of the City of Durban.
Woolley was buried in the main cemetery, Kokstad.
