Was born in Rosebank, Cape Town, the son of John Collingwood TULLY. The family moved to Pietermaritzburg in 1910 because JC Tully had been given charge of supervising the new Natal University College in Pietermaritzburg won in competition by TULLY, WATERS, CLELAND & PENTLAND-SMITH in 1910. Tully was educated at Maritzburg College, matriculating in 1916. Four years later in 1921, he enrolled at the newly established School of Architecture at the University of the Witwatersrand and graduated in March 1927, being the first student to obtain the degree of Bachelor of Architecture from the University Herbert 1974:29). In 1925 one of his drawings was accepted for exhibition at the International Congress of Architects, Burlington House, London. He won the fifth year prize with his project 'A City Hotel' and his thesis was 'A Town Hospital' (1927). Between 1924 and 1932 he worked for both Gordon LEITH, whom he appears to have revered, and AJ MARSHALL. Perhaps it was because of Leith's interest in Spanish architecture that he went to Spain where he studied the architecture. He wrote several articles on Spanish architecture on his return. In the 1930s he worked in Bloemfontein before leaving to work in Durban. By 1951 he was practising in Durban. In 1959 while registered as a salaried member of the Cape Institute he is of address Sub-Division 9, Ayr Road, Greenwood Park, Durban. He was still in Durban when he died.
