The building was designed in 1936 and built in 1937. The building is extant and in a fair condition, but sadly the lower floors have been altered. The canopy over the pavement has been removed and the porthole windows at level 1 removed in order to increase the height of the windows at Ground floor, thus altering the proportions of the original building.
