In November 1890 Mowbray received separate municipal status after the suburb had been run by a Village Management Board since 1883. […] In 1898 Tully & Waters were appointed to design the large and impressive Mowbray Town Hall as a status symbol of the importance of the municipality.

Their design was in the style of Flemish Renaissance and was constructed of red brick and terracotta. A coat-of-arms with the motto Welgelegen was embossed above the entrance and is still evident today. The opening was a grand affair attended by many dignitaries. […] The overall consensus was that it was a fine building of most pleasing design with the bel-cupola being an outstanding feature. […] The town hall was declared a National Monument (now a Provincial Heritage Site) on 15 August 1985.
