Kraan, te verzoek om planne vir sowel 'n enkel- as dubbelverdiepinggebou op te trek' (p. 188). The double-storey design for the building was contracted to J.D. van Tilburg and inaugurated in 1923. It stood on the corner of Parliament and Pretorius streets (site of the TPA building). This building was used by the bank for 7 years, by which time the bank had outgrown the premise. The Volksbank decided to sell the building in 1930, but had by then already in 1929 purchased an alternative stand for a new building.
