Was born in Brill, Buckinghamshire in England and was educated at Culham College (?). He was later articled to George Winship, AMICE, in Abingdon, Oxfordshire. Jackman arrived in the Cape Colony in 1896. It is not certain where he first worked in Cape Town but in about 1905 he was working on his own account as an architect and civil engineer. Among other buildings in Cape Town he designed Annandale Hall in the suburb of Gardens.
He was married to Georgia Elizabeth Jackman (19 Nov 1888 – 4 Aug 1973). They are buried in the Maitland Cemetery in Cape Town.
