Was born at St Glivias, Falmouth, Cornwall. Between 1883 and 1889 he studied 'with the Science and Art classes', probably through the South Kensington Schools, and worked in the manor office of the Earl of Kimberley's estate, Falmouth, Cornwall. In 1890, as a missionary aid, he came to South Africa. By 1893 he was listed in the Natal Almanac working as an assistant to EH SURRIDGE, an architect in Ixopo, himself listed working as a farmer from the address Mabehlana, Ixopo. By 1894 Bailey was listed at the same place, working as a carpenter. In 1894 he became assistant to F UPTON in Pietermaritzburg, and in 1895 was appointed assistant in the Engineer-in-Chief's office, Natal Government Railways, a post he held from 1895 to 1910, during which time he was responsible for the design of a number of railway station buildings in Natal. In 1909 he was elected an associate of the Natal Institute of Architects. He applied for Licentiate membership of the RIBA in 1910 from an address in Pietermaritzburg; his papers were signed by RG KIRKBY who was by then living in Bradford, Yorkshire having left Pietermaritzburg in 1909 or 1910. Bailey evidently left South Africa shortly afterwards as by 1912/13 his address was at Weston-super-Mare, Somerset, England. His LRIBA papers are the source of information on his work in South Africa. No death date for him has yet been found. NIA 1909; LRIBA 1910.
