BSc(Eng)(Wits), MICE, AM Inst Mun Eng, MIST, M(SA)ICE, MRSH Johannesburg born and trained, first working in Benoni, LOFFEL did pupillage under Dr HAMLIN in the Johannesburg City Engineer's Department from 1937. During WWII he served with the South African Engineers' Corps. On 1961 07 01 he succeeded SCHRADER as Johannesburg's City Engineer. He authored and presented many papers, particularly on sewerage disposal. Much of the broad planning and structural design of the highway infrastructure in and around Johannesburg was done in his tenure.
