Born in Ellecom, Gelderland in the Netherlands. Trained as a civil engineer in Delft. After a period of service in the Hollandsche IJzeren Spoorweg Maatschappij he served as administrator of the NZASM from 1895-1897. From June of 1899 he succeeded the engineer GAA MIDDELBERG as director of the NZASM. He committed the NZASM to the war effort of the ZAR in 1899, was arrested and interrogated when the British took control and deported to the Netherlands in October of 1900. He died in Hilversum, North-Holland. His son, Constantijn Leopold Carel VAN KRETSCHMAR VAN VEEN returned for a period to South Africa as a Harbours Engineer.
