He was the son of William SKINNER, the builder of the 1st Church on Church Square, and the brother of Thomas Edward SKINNER. He appeares in an 1897 group photograph of the staff of the ZAR PWD. In 1898 he was a clerk, 9 grade, in the office of the ZAR PWD on a salary of £200 per year and in 1899 he was promoted to clerk, 7 grade, on a salary of £225 per year.
