Was appointed the first chief architect of the newly formed Transvaal Provincial Administration in 1936. He had for a long time previously been employed within the PUBLIC WORKS DEPARTMENT. Dey was articled to CARTER & McINTOSH of Pretoria and Johannesburg for five years from January 1897. He remained in this office, perhaps in Pretoria, until September 1906 when he left for Britain to continue his studies. He enrolled at the Robert Gordon College and Gray School of Art, Aberdeen, in October 1906. He was there a year before he entered the office of H Baillie Scott in Bedford where he remained for another year until April 1908. On his return to South Africa he was employed by the PUBLIC WORKS DEPARTMENT in Pretoria in June 1908. In January 1912 he was appointed an architectural draughtsman 2nd grade in the PWD, Cape Town. By 1919 he had been appointed draughtsman grade 1 and was back in Pretoria; he was made architectural assistant in 1925 and assistant architect in 1929. In 1927 he took and passed the RIBA exam, becoming an Associate of the RIBA in 1929. In about 1936 he was transferred to the newly-founded Transvaal Provincial Authority as chief architect, where he built up the Architectural Department. He retired from public service in May 1941 and re-registered with the ISAA as a practising member in 1941.
