Crabtree was born in Hatfield, England, his father being General Manager of Railways in Buenos Aires. Crabtree was a pupil of RP Brereton, the eminent engineer in whose office he gained experience in harbour and dock work in Britain. He was in the Argentine where he was in charge of railway construction for several years. In January 1892 he came to Cape Town and joined T Stewart, MICE, employed as resident engineer on constructing the storage reservoir on Table Mountain. From 1895 to at least 1908 he was assistant engineer-in-chief with the East London Harbour Board.
