Jacques was born on June 18th, 1924, in Poland but his parents moved to Belgium when he was a baby. Having narrowly escaped Nazi-occupied Belgium his family arrived in Johannesburg in April 1941.

Jacques studied architecture at the University of the Witwatersrand. There he met Riva (formerly: Borkowf) and they married in 1950, following their graduation. Subsequently, they studied Town Planning, earning their Diplomas in 1952.

Upon the attainment of his architecture degree, Jacques was asked to lecture in the Department. By 1952, he was a full-time, permanent staff member. In 1956, Jacques resigned from full-time teaching in order to assist his ailing father in managing his affairs, though he continued to function as a part-time lecturer and external examiner for many years to come. He was a member of STUDIO SEVEN which was the on Campus office for the private work of members of staff. Here, in 1959, he co-designed with other members of the Department, the John Moffat building, which was to house the Faculty of Architecture and the Department of Fine Arts on the campus.

He and Riva established a joint architecture practice named MORGENSTERN & MORGENSTERN.
