Nothing is currently known about Collins's origins nor training. He was first listed as working in Tarkastad in the Cape in 1926-1927. By late 1927 he was a member of the Transvaal Provincial Institute Architects and was living in Johannesburg. At some point in his life he worked in Shanghai where he is recorded as having married.
