Nothing is currently known about Collins's origins nor training. He was first listed as working in Tarkastad in the Cape in 1926-1927. By late 1927 he was a member of the Transvaal Provincial Institute Architects and was living in Johannesburg. At some point in his life he worked in Shanghai where he is recorded as having married. He retired in 1932 and resigned from the ISAA in 1933. ARIBA 1898; ISAA 1927.
