Born in Scotland, Adams came to Natal in about 1850 and by 1856 he was Government Surveyor. He surveyed the Crown Lands on the Nonoti River and laid out the Fort Scott village, Umhlali in 1858. He is said to have prepared plans for the Anglican Church at Mount Moreland which was completed between 1857 and 1860.
