Born in Birmingham, England, was consecrated a bishop in 1863 in Westminster Abbey for the bishopric of the Orange Free State. He was an energetic churchman and did much to establish the Anglican Church in the Free State where he apparently designed the small Anglican church at Smithfield and was responsible for commissioning Dudley MALE to design a new Anglican Cathedral for Bloemfontein which was opened in 1866. Accused of sodomy in 1869, he fled the country, resigning his post and lived a penitent life in Bristol, England until he died.
