Was, according to a note in Building (Sep 1920:394), 'one of the best known-architects in Australia, and has practiced in Melbourne since 1894'. Tompkins was South African by birth and was in the country on a visit in 1920. His training is not currently known but the same note in Building stated that he was responsible for the first steel-frame building in Melbourne, Australia in 1912. He died in Australia.
