Currently nothing has yet been established about Bevan's training. He was born in Monmouthshire, Wales. He was sent to the west coast of Africa by the Colonial Office and at some point came to South Africa. From 1898 he worked in the PUBLIC WORKS DEPARTMENT at the Cape and in Natal. For five years he was in the Natal Government Railways and for a year in the South African Constabulary Dept in the Transvaal (no dates). He acted as a quantity surveyor, architect and fire assessor and joined up for active service in the First World War. Currently little further is known of his career. He married in 1902. He died in the Transvaal.
