Born in England, Beisley registered with the Institute of South African Architects, possibly after having trained as an architect. At the time he was clerk of works at the Rand Estates Gold Mine. By the time he died two years later, he was clerk of works at Robinson, Randfontein. Records in the Institute of South African Architects his name is given as Phillips Stephen Beisley.
