He was born on 11 August 1883 in Wimbledon, Surrey, England. His father was Samuel Henry Mabin – a stone mason.
He was living in Cape Town in 1927 when he registered with the Institute of South African Architects. He was a member of the Transvaal Provincial Institute of Architects, but worked for the PUBLIC WORKS DEPARTMENT in Cape Town. Towards the end of his life he was living in Umtali, Rhodesia (Zimbabwe). He retired in 1948. In 1959 he is recorded as a retired member of the Transvaal Institute, of address Flat No 15, Marlborough Court, 'C' Ave, Umtali southern Rhodesia (now Zimbabwe).
