Born in Klerksdorp, the son of LHW Verhoef. He was educated at Potchefstroom Gymnasium. He studied both at the University of Pretoria and the University of the Witwatersrand. Member of Institute of SA Architects. In 1944 he established a practice with JI BOSMANN. He resigned from the partnership and set up a partnership styled VERHOEF SMIT & VILJOEN. He started his own practice as OTTO VERHOEF. He designed several large projects, amongst which was the Pretorium Building for the OHVS Co-op, Ltd, in Central Pretoria. He further designed a number of churches, provincial schools, and suchlike.

He married Lorraine le Grange on 1951 10 11, with whom he had two sons.

He records both painting and pottery as his hobbies.

In 1960 his private address was 226 Amos Street, Colbyn, Pretoria
