When Stern registered with the Institute of South African Architects in 1939 he had already gained a Diploma in Agricultural Engineering (1921) and had continued his studies in architecture at the University of Cape Town (1935-1939). He worked in Cape Town where, on his death, he was noted not so much as an architect as a foundation member of Lions International, having played an important role in this movement.
